U.S. Development Group LLC, which operates ethanol fuel distribution terminals, announced Tuesday that it will begin construction on the West Colton Rail Terminal, a new ethanol hub in the Inland Empire area of southern California.

The Massachusetts Department of Energy Resources announced last week rules for implementing the biofuels mandate provided in the Clean Energy Biofuels Act of 2008. The biofuels law will take effect on July 1 next year, and state officials are now laying the groundwork to ensure a smooth transition.
