Paper mills have received billions of dollars this year from a 2005 tax-credit provision originally set up for new, alternative biofuels. Meanwhile, the paper industry is looking at new cellulosic tax credits as a way to keep the federal tax tap open. And, as we indicated in the first installment in this two-part series, the industry is also lining up to capitalize on a biomass subsidy approved in the 2008 farm bill.
